Iran Outsmarts US Sanctions With Scheme Linked To Trumps Ex Commerce Secretary

Iran has been using a dollar-pegged cryptocurrency as a key tool to circumvent U.S. sanctions, according to a recent Senate report. This cryptocurrency, issued by Tether, is reportedly entangled with financial interests linked to Howard Lutnick, a former Commerce Secretary under President Donald Trump.

The Senate Permanent Subcommittee on Investigations, led by Senator Richard Blumenthal of Connecticut, highlighted that Tether’s USDT stablecoin has become an essential currency for the Iranian government. It is believed to significantly aid Tehran in funding various proxy groups, including Hezbollah.

The investigation found that out of 846 crypto wallets sanctioned by both the U.S. and Israel, an overwhelming 84 percent primarily traded in USDT. This suggests a pervasive reliance on the stablecoin within Iran’s shadow economy.

According to Blumenthal, Tether has become “central to Iran’s shadow banking system,” enabling the regime to finance its regional proxies, engage in human rights violations, and advance hostile drone and missile programs.

The Senate subcommittee has referred its findings to the Justice and Treasury Departments, indicating serious concerns about Tether’s role in these illicit activities. Tether has not yet responded to requests for comment.

The connection between Tether and Lutnick’s financial management firm, Cantor Fitzgerald, raises additional issues. Cantor has been managing Tether’s reserves since 2021, a relationship Lutnick has publicly acknowledged negotiating.

In a notable financial maneuver, Cantor Fitzgerald invested $600 million in Tether through a convertible bond that grants them a 5 percent stake in the cryptocurrency company, a stake that could potentially balloon to $25 billion if Tether meets certain valuation benchmarks.

To avoid conflicts of interest related to his role in the Trump administration, Lutnick sold his stake in Cantor Fitzgerald in October 2025. However, his children now hold trusts benefiting from that stake.

A Bloomberg report noted that around the same time of the divestiture, one of Lutnick’s trusts took out a loan from Tether. The details surrounding this transaction remain unclear, prompting scrutiny regarding the potential implications.

Legal experts have pointed out that while Lutnick’s arrangement was designed to eliminate conflicts of interest, it essentially creates new ones. Kathleen Clark, a law professor at Washington University, commented on the complexities introduced by such financial ties.

The Commerce Department has defended Lutnick, asserting he fully complied with ethics requirements, including necessary divestitures and recusal from certain matters.

Tether’s rise during the Trump administration coincides with a broader regulatory environment that became more lenient toward cryptocurrencies. Under Trump’s leadership, aggressive enforcement teams focused on cryptocurrency were dismantled, easing the operational space for companies like Tether.

The Genius Act, signed by President Trump in July 2025, further extends leniency toward Tether, granting the company a three-year grace period before requiring compliance with U.S. regulations.

The implications of this report are far-reaching. As investigations continue, both Tether and its financial affiliations face increasing scrutiny, raising questions about the effectiveness of U.S. sanctions.
