Instead, the company, Atlantic Industrial Coatings, has pointed to errors in their installation and flaws in the original repair plan.

Documents obtained by The New York Times reveal that the contractor accepted responsibility for the issues, despite previous statements from the Trump administration attributing the damage to acts of vandalism. In sharp contrast to President Trump’s assertions that vandals with knives had ripped at the new liner, the contractor’s reports highlight significant flaws in both design and execution.

The situation began escalating in early July when the Justice Department charged several individuals with vandalizing the national landmark. However, by the end of the month, the department moved to dismiss those charges, indicating deeper issues with the integrity of the renovation itself.

In their reports, Atlantic Industrial Coatings pointed to “human oversight” as one reason for the damage, noting that proper chemical primers had not been applied during the installation. More critically, the contractor highlighted that the renovation plan included two incompatible chemicals, which exacerbated the damage when combined.

The documents reveal that the top layer of the liner overheated, causing the underlying layer to blister and separate—a problem the contractor described as “uncommon.” This failure illustrates the pitfalls of the Trump administration’s hurried approach to the renovation, undertaken in anticipation of the nation’s 250th birthday celebrations.

In a bid to expedite the renovation, the government awarded Atlantic a no-bid contract, sidestepping the typical competitive bidding process. In July, following the earlier charges against individuals for alleged vandalism, former Olympic canoeist David Hearn was indicted for pulling up part of the liner. However, as evidence came to light regarding the installation flaws, prosecutors moved to dismiss Hearn’s charges alongside those against three other purported vandals.

In a striking development, U.S. Attorney Jeanine Pirro revealed that the Interior Department had misled her team about the nature of the damage, which stemmed more from “botched installation” than from acts of vandalism.
